IT Security Operations SME

Technica Corporation is seeking an Information Technology/Security Operations Subject Matter Expert (SME) with an understanding of Operational Support Systems (OSS) to support the Navy to assist with all management aspects of the C1OF Information Warfare Direct Support (DIRSUP) program by optimizing resources, helping to prioritize requirements, and developing relationships with other Navy and external organizations associated with DIRSUP operations at the strategic, operational and tactical levels. The SME will report to C10F leadership, and must be a seasoned architect, engineer and practitioner with an understanding of OSS in working with a variety of DoD systems and networks of different security classifications.

 

  • Effectively integrate existing network applications to provide improved exchange of information and resource utilization in support of NETOPS
  • Assess current capability and integrate existing/deploy additional processes and tools based on industry and Government standard network operations frameworks
  • Develop, update, and implement the strategy and processes by which operations and management are executed across all Navy networks
  • Assess and document the current (as is) FLTCYBERCOM/C1OF NETOPS/Network Management and Command and Control (C2) structure and analyze current existing network management tools and any proposed tools which are planned or may be utilized in the future
  • Identify specific capability gaps, challenges, policy and other limitation preventing effective NETOPS C2 for the DODIN-N
  • Conduct gap analysis on current tools and any future proposed or required tools to C2 structure and document missing capabilities; collect functional user and system requirements; capture, gather, and analyze enterprise tool requirements; and deliver gap analysis with alternatives, decision briefs, design reviews and design of architecture solutions
  • Recommend solutions to realign existing capabilities, implement new capabilities, revise current policy, and address resourcing shortfalls to improve FLTCYBERCOM/C1OF NETOPS/Network Management C2
  • Analyze and design an OSS Out of Band (OOB) management framework, and create an overarching OSS framework and roadmap that will be used to guide the evolution and implementation of monitoring and management tools for the Navy
  • Provide recommendations to FLTCYBERCOM/C1OF to identify opportunities for implementing key OSS tenets, technologies, interfaces and reconfigurations in parallel with the OSS architecture, as well as provide recommendation for policies and procedures to sustain the environment
  • Design and develop CONOPS/CONEMP processes, SOP's and TTP's to support implementation of approved solutions
  • Participate in staff conferences, briefings, meetings, and brief progress of task order execution, potential problem areas and recommended solutions
  • Apply new methods or procedures, and coordinate with FLTCYBERCOM/C1OF and other Navy command representatives
  • Provide project support tracking FLTCYBERCOM/C1OF internal processes, tracking documentation, and maintain a daily staffing muster to the FLTCYBERCOM/C1OF management
  • Provide weekly status reviews
  • Work with FLTCYBERCOM/C1OF to track Information Assurance (IA) Training and Certification
  • Bachelors degree in an Information Technology field, Computer or other Engineering field or related technical field
  • Minimum 10 years primary job experience in Information Technology/Security Operations work 
  • Active TS/SCI clearance or TS with SCI eligibility
  • DoD 8570.01-M certification (e.g., CISSP or Security+)
